Council 'first in Europe' to be carbon neutral

Stroud DC is thought to have become the first carbon neutral council in Europe.

Stroud DC is thought to have become the first carbon neutral council in Europe.

Among other measures, council buildings have had solar panels installed, lighting has been upgraded and insulation improved.
