Leading figures in local government have urged the Government to reform compulsory purchase rules in a bid to capture land value.

An open letter to local government secretary James Brokenshire calls for councils to be enabled to compulsorily purchase land at market prices, rather than adding ‘hope' value that takes possible planning permission into account.
