East Hampshire DC believes its plan to become independent of government grant by 2019/20 while still maintaining its key services is ‘unique' in the UK.

Leader Cllr Ferris Cowper explained his council's long-term plans to free itself of reliance on annual government grants and, if possible, reduce council tax to zero by 2024 at a meeting this week.
