Why are councils lagging behind the public sector in cloud adoption?

Andy Powell considers why only 44% of councils have a cloud infrastructure in place six years after the introduction of the Government's 'Cloud First' policy.

It's been six years since the government introduced its ‘Cloud First' policy and the scale and success of adoption throughout local councils is less then impressive, especially in comparison with other sectors in the public arena.

These results are probably a consequence of some of the practical challenges councils currently face regarding staff skillset, organisational mindset, appetite for risk, outdated procurement policies and costs (e.g. shrinking budget, data protection initiatives and training for staff).
