Local authorities should accept private rented housing rather than affordable housing as part of S106 agreements, according to a new report by think tank the Resolution Foundation.

The report finds that low-to-middle income households are likely to be shut out of home ownership for a lifetime, so local authorities must take a new approach to build-to-let developments to meet the needs of 'generation rent'.
