With all the political upheaval this year, it feels longer than 18 months since Boris Johnson promised to re-write the rulebook on devolution and devolve powers to our ‘great counties'. Since then, there has been tangible progress – first with the Levelling Up White Paper and then the conclusion of the first county deals since 2015.
