Creating a coherent framework for the residual COVID challenges

Councils' voice in, for example, the discussion about the future organisation of public health needs to be heard clearly if there is to be a coherent framework in which we can work effectively on the residual challenges of COVID, says John O'Brien.

With a combination of recent events and developments, we have all begun – very cautiously of course – to start peering over the wall to think about a point when the varying levels of restrictions that we have lived with over the past 12 months can be relaxed on a sustained basis. What do we see when we look?

I guess professionally many of us will be looking at the twin challenges of helping our places adapt to living with and managing residual levels of COVID, as well as then helping stimulate medium-term economic and social recovery.
