Councils should be wary of clashing of cultures after it led to the collapse of a council merger, a report has concluded.

Stratford-on-Avon and Warwick DCs began to explore joint working in 2020 and proposals were drawn up to form a new South Warwickshire DC by April 2024, but the plans were scrapped last year.
