Cyber Central transformation

Rather than wait for a private developer to buy land next to the GCHQ building, the council stepped in to ensure the site is used for inclusive economic growth. Heather Jameson talks to acting chief executive of Cheltenham BC, Tim Atkins.

Nestled on the edge of the Cotswolds, the spa town of Cheltenham is best known as the home of festivals. Literature, food, horse racing – you name it and Cheltenham has a festival for it. But amid the serene grandeur of its regency terraces and quaint floral displays, Cheltenham hides another, more secretive claim to fame – it is home to the Government's intelligence and security services, Government Communications Headquarters (GCHQ).

The festivals, the spa and the security services are all central to Cheltenham BC's economic strategy, but its key ambition is to make Cheltenham the cyber capital of the UK.
