District clusters could take on powers including housing, planning and regeneration under a double devolution model submitted to an All Party Parliamentary Group (APPG).

In evidence submitted to the APPG on reform, decentralisation and devolution, the District Councils' Network (DCN) also suggested groups of their members could be responsible for skills, health and social care, early intervention, welfare reform and benefits.
