The most extensive reorganisation of local government for half a century is not a job for the faint-hearted.
It is the task that has fallen to Jim McMahon, a man steeped in local government. Having served as a councillor for 14 years, he was elected leader of Oldham MBC for five years before taking up his seat in the House of Commons in 2015. He was also leader of the Local Government Association's (LGA) Labour group.
