The English Devolution White Paper sets out a vision for a decentralised state, locally-elected mayors and integrated funding settlements. But how will the benefits compare with what’s on offer internationally? David Blackman reports

France has been a byword for the centralised state ever since Napoleon's sweeping reforms of the country's government more than two centuries ago.  

However even the humblest French municipality, the country's lowest tier of local government, enjoys tax raising powers that the leaders of England's most powerful councils can only dream about.
