West Midlands Mayor Andy Street and London Mayor Sadiq Khan are among the figures who have demanded more powers and funding for local government in the report by conservation charity the World Wide Fund for Nature and IPPR think-tank, which called for a ‘just transition' to a zero-carbon economy.
