Devolution is an assault on local democracy, or so we were told last week by Labour's new communities spokesman, Jon Trickett.

His speech seems to signal a change in the party's attitude toward handing power down to cities and shires. But in trying to slam the breaks on George Osborne's devolution deals, the frontbench risks opening up a rift with its own local leaders.
