Still devoted to devolution

Lord Heseltine has devoted most of his distinguished career to regional growth and is one of the biggest advocates for metro mayors. But he believes that the ‘whole momentum has gone out of the devolution agenda’.  Ann McGauran reports.

The man once known as Tarzan is back. Lord Heseltine, the former Conservative cabinet minister, former deputy Prime Minister and arguably the grandfather of ‘levelling up', has returned to share his views on devolution.

It may be decades since he devised 30 ideas for Liverpool's regeneration after the 1981 Toxteth riots – but he's still fired up with passion about devolution's importance.
