Children’s services directors have warned against a blanket ban on placing vulnerable youngsters in unregulated accommodation such as hostels or caravans.

The children's commissioner, Anne Longfield, had called for a change in the law to stop councils placing 16 and 17 year olds in such accommodation and the introduction of new national standards.
