Don't leave democracy out of devolution

Simon Parker considers the democratic shortfall as we rush towards devolution

Devolution without democracy ought to be an oxymoron. Yet in the rush to prise powers out of central government, there is a real danger that the public is being left out.

This might not be the most pressing of local government's problems, but it is one that the sector will eventually need to reckon with.
