‘Drastic cuts' to council budgets have contributed to a lack of resources for emergency planning, a civil servant has warned.

Preparations for events such as flooding, cyberattacks or terrorism was being left to dwindling numbers of council officers, said Katherine Richardson, deputy director of resilience and emergencies at the Ministry of Housing, Communities and Local Government (MHCLG).
