England's 10 best performing councils for children with high needs have been identified by IMPOWER, and are revealed by The MJ today.

Independent consultancy IMPOWER believes the Ofsted/Care Quality Commission (CQC) SEND inspection has a narrow focus and does not capture broader challenges around exclusions and alternative provision outcomes.
