Whitehall officials have warned ministers ‘could seek to legislate' if the transparency and quality of local authority financial reporting and external audit fails to improve.

In a letter seen by The MJ, Ministry of Housing, Communities and Local Government director, Kirby Swales, wrote: ‘Ministers are keen to see councils making greater efforts to ensure that the contents of local audit reports are more clearly signposted for local people.
