Troubled Birmingham City Council has come up with plans for a new improvement model in its latest plans to avoid Government intervention.

The crisis-hit council had been working under the supervision of the Birmingham Independent Improvement Panel (BIIP) since a damning report by Lord Kerslake revealed multiple failures in 2014.
