Flagship reorganisation plans that would rip up historic boundaries in Oxfordshire have been dealt a blow after suggestions the law would need to be changed.

Under reorganisation proposals by the Oxfordshire districts, the county would be split into four new unitary authorities, spilling over into Northamptonshire and Gloucestershire.
