The local government sector has been warned it faces a ‘second lost decade' as a new index revealed the most financially vulnerable district councils.

Research by Grant Thornton, seen by The MJ, ranked Stevenage, Chelmsford and Eastbourne BCs as the most financially vulnerable in the country.
