A former chair of the District Councils' Network chief executives' group has suggested a radical alternative to reorganisation as battle lines are drawn around him.

With North Yorkshire CC and its districts split between rival reorganisation models as the Government invites them to submit unitary proposals, chief executive of Craven DC, Paul Shevlin, has drawn up an ‘intermediate option' that has already won informal support from a number of council leaders.
