The work on 100% business rate retention is finally under way with steering and project boards being set up. It already feels different to the original announcement. Permanent changes to rate relief and the inflator are good news for businesses but less so for local government.

Relief being granted to local newspapers has been mentioned more recently and acadamisation will also have a major impact. This is a movable feast and feels like it is moving against local government!
