Form follows function

Martin Cresswell says the Government’s devolution revolution has done little to put citizens at the heart of public services and must now place public service reform at the centre of the agenda.

David Cameron laid out his vision of a reformed public sector in a 2011 speech rich in personal stories, from his experience of NHS care with his own family to that of his constituents with meals on wheels.

Noticeably absent were calls for technocratic solutions to maintain the status quo from which, the prime minister argued, there could be ‘no progress'.
