In times as tough as these, it feels like every LGA conference takes on a greater sense of importance than ever before as we collectively deal with unprecedented challenges, writes Sir Merrick Cockell.

At the time of writing, everyone in local government is awaiting the announcement of the Government's Spending Review. The outcome of this will, of course, form the background for many of the discussions we have in Manchester next week at the LGA conference.
