Levelling up will never truly happen without fiscal devolution, Michael Gove has admitted to a group of cross-party MPs.

Levelling up will never truly happen without fiscal devolution, Michael Gove has admitted to a group of cross-party MPs.

The secretary of state told the Levelling Up, Housing and Communities Committee that he would ‘always be arguing' for fiscal devolution including devolved business rates.
