Government bats away Bellwin criticism

The Government has batted away fresh criticisms of the 37-year-old Bellwin scheme after one of the wettest winters on record.

Local Government Association chief executive, Mark Lloyd, last week criticised Bellwin, describing the scheme – under which the Government makes emergency financial assistance available to councils - as ‘limited and bureaucratic'.
