Grabbing a larger slice of the cake

On paper, cash-strapped councils face many options for raising revenue. As they await the Spending Review, David Phillips argues they need ‘cake decisiveness...to plan how to grow the cake for an increasingly austere diet'.

Nearly a decade of cuts in funding from central Government has left all councils having to make increasingly difficult choices about local services – and pushed some to the brink of financial failure.

Looking ahead, projections of demands and costs suggest the council tax and business rates revenues councils are set to rely on just won't be enough.
