I had a fascinating insight last week into the consequences of spending cuts from Dr Phil Norrey, CEO of Devon CC, with whom I shared a platform at a meeting of the Devon Voluntary and Community Sector Assembly.

Dr Norrey was commenting on the importance of the sector to Devon, which was great to hear. But he went on to explain the gravity of the spending cuts which the council is expected to make.
