What happened to county devolution?

Cllr Paul Carter says the Government needs to devolve to two-tier areas as well as just cities.

Metro mayors are queuing up for additional devolution deals over and above what they have already been granted, but county devolution discussions do not appear on the radar.

Northern Powerhouse minister Jake Berry's comments that devolution is about ‘giving control to the cities' further underplays the significance of our county economies.
