Government was right to intervene in failing authorities, a senior civil servant has insisted.

Department for Levelling Up, Housing and Communities (DLUHC) permanent secretary Sarah Healey told delegates at the Solace Summit in Birmingham: ‘It was right for us to intervene to protect taxpayers and the reputation of local government… We didn't take the decision lightly.'
