Local government should use the next 11 months before the next general election to consolidate, writes Bob Neill

Isn't it funny how those who complain most about government over-regulation are first in the queue to criticise a Queen's Speech for being light on content?

It can be a fine line that separates a sensible legislative agenda and a cluttered programme of reform for reform's sake.

But once you look behind the headlines and drill down into the detail, I think it is fair to say that the Government has achieved the former.
