At last we have a growing recognition of the importance of the first few years of children's lives. Following Graham Allen and Frank Field's reports , there is overwhelming evidence for the moral and economic arguments of investing in early years provision.

The voluntary sector has long advocated this view. Children centres are a fantastic example of where it is possible to create whole, community led, community services. And the voluntary sector is vital in harnessing this.
