Four key messages of the Budget

Following George Osborne's Budget speech last week, Simon Parker looks at the impact on local government.

Some Budgets are historic events – think of David Lloyd George in 1909 taxing the wealthy to pay for social protection, sparking a constitutional crisis.

But in our era of long-term spending reviews, Budget day always tends towards the anti-climactic. The spending framework has already been set and policy is set elsewhere.
