In the past few years the announcement of funding reductions for local government has been a predictable feature of both the chancellor's annual Autumn Statement and March Budget.

When added to the regular flow of spending restrictions and new policy initiatives, the impact has been the creation of an environment where constant change has made any sort of meaningful planning difficult.
