Lancashire County Council's Treasury and Investments Team manages a £750m investment and a £1.2bn financing book, and smaller books on behalf of the Police and Crime Commissioner for Lancashire and Lancashire Fire Authority. The Council, a rated institution, takes an active, rigorous and efficient approach to investing and debt management.

We require someone with a high level of professional expertise and experience, to manage the debt and investment books on a day to day basis and work with the Chief Investment Officer to propose strategies to the County Treasurer to minimise the risks and costs facing the Council from its Treasury Operations.

You will lead and be responsible for the on-going professional development of a small team. A major part of the role will be to work collaboratively and closely with; specialist consultants, ratings agencies, market makers, brokers, senior management, and elected councillors in delivering the Council's Treasury Management Strategy.

Based at County Hall in Preston this is a full time post reporting to the Chief Investment Officer

You must have extensive experience in strategy and policy development, together with an understanding of the regulatory framework for UK local authorities, rates; modelling, hedging and risk management, government and investment grade bonds (including index linked), structured lending and borrowing cash management, and be able to effectively manage a small team. An understanding of interest rate derivatives and public bond markets would be desirable.
