The report into abuses at the Winterbourne View care home underlines the need for better monitoring by service commissioners, as well clarity that delivering high quality is the responsibility of those who promise to deliver it, says Sarah Pickup.
Perhaps, in a smaller but no less-significant way, Winterbourne View will provide the sort of shock to our system of caring for people with learning difficulties, that the tragic Victoria Climbié case in 2000 administered to the child care services.
