Levelling up and the Budget

Lord Bob Kerslake argues that a coherent plan is needed to ensure the Budget’s new capital spending and R&D cash geared at areas outside London and the South East has maximum impact.

The 2020 Budget put forward by new chancellor, Rishi Sunak, represents a decisive break from the Budgets of the past decade.

One can argue – as the Institute for Fiscal Studies has done – about whether it is as generous as the Chancellor is suggesting and whether it is sustainable in the longer-term without tax increases.
