Levelling up or power play?

Baroness Taylor of Stevenage says the growth we need to see in our economy and improvement in the aspirations and opportunities of people is going in the wrong direction with too much power and decision-making still held by ministers.

As I approach the anniversary of my introduction to the House of Lords, it is interesting to reflect that almost the whole of my first year has been dominated by the Levelling Up and Regeneration Bill (LURB).

Introduced into the Lords in December 2022, we had the Bill's second reading debate the following month. This was followed by one of the longest committee stages the House has ever seen, with more than 700 amendments tabled between February and May. And this week we finished a similarly unusual – and extended – report stage (which began in July) involving more than 300 amendments.
