Labour leadership candidate Andy Burnham has accused the Government of ‘trying to do devolution with a gun to people's heads'.

Mr Burnham, who this week published a document entitled A New Future for Local Government in England, appeared at a Labour leadership hustings at the Local Government Association annual conference in Harrogate today.
