A watch list of councils financially at risk could be drawn up after watchdogs warned the Government had failed to understand the impact of cuts, The MJ can exclusively reveal.

Initial ‘conversations' have started between the Local Government Association (LGA), the Department for Communities and Local Government (DCLG) and the Treasury on identifying councils that might be at risk but no work has started yet.
