Council leaders are warning that reforms to the planning system could leave local communities 'blighted' by unwanted warehouses, factories and offices.

Responding to the Government's Growth and Infrastructure Bill, the Local Government Association (LGA) says councils and residents could be left powerless to decide where large commercial projects are built. Instead, developers could bypass local communities and choose to have their planning applications assessed in private by a quango and ministers.
