Are you a local government fox?

Marcial Boo and Alexander Stevenson says it is now the era of the local government ‘fox’ and managers need to get to grips with a new range of skills

A famous essay written in 1953 by the philosopher Isaiah Berlin categorised people either as hedgehogs who ‘relate everything to a single vision' or foxes who ‘pursue many ends, often unrelated and even contradictory'.

For public sector managers, the 20th century was the age of the hedgehog.
