Local government's prudential approach

As I sit here writing this, council reserves are once again under scrutiny, says Alison Scott.

As I sit here writing this, council reserves are once again under scrutiny.

It strikes me that whatever councils do they will be criticised. If they are prudent and maintain reserves they are criticised for not using them to prop up expenditure, while it is guaranteed that they would also be criticised if they proved to be insufficient to cope with unexpected expenditure.
