Local government minister Bob Neill says there are too many myths around plans to give councils back control over business rate.

Some very familiar Local Government Finance themes have cropped up during Committee discussions of the Bill: claims localising rates or council tax benefits could polarise the country; that Whitehall is trying to grab a share of the rates; that some areas growth gains will be disproportionately big; and that there is too little real detail.
