Is London local government capable of dealing with devo?

The London Assembly is too often forgotten about in the debate over the capital's future, writes MP for Harrow West, Gareth Thomas.

The London Assembly is too often forgotten about in the debate over London's future. 

If - as London needs - a substantial package of further powers and responsibilities are devolved from Westminster to City Hall then the London Assembly will also need a radical overhaul.
