London stalling?

Nick Bowes sets out the reasons why more progress hasn’t been made on devolution in London and looks at what’s likely to happen next.

Commitments around further devolution look likely to feature in the coming General Election. But where might London fit in all of this? Will the capital be the focus of more powers being handed to the city's government?

Before looking ahead, it is worth reflecting on the city's journey over the past quarter of a century. Back in 1999, the Greater London Authority Act led to the creation of the London Assembly and Mayor of London. A year later, Ken Livingstone was elected Mayor – since then, there have been five subsequent elections, with 2 May becoming the seventh.
