The Government will be hard-pressed to deliver its manifesto pledge of levelling up every part of the UK, experts have warned.

Speaking at a panel discussion hosted by the Institute for Government think-tank, Andrew McPhillips, chief economist at the Northern Powerhouse Partnership, which represents business and civic leaders, said that, with finite resources, a line had to be drawn that would inevitably leave some areas disappointed.
